§ 152.001 PURPOSE.
   (A)   In order to classify, restrict, regulate, preserve, protect and promote the public health, safety, convenience, peace, comfort and general welfare there is hereby adopted and established as provided herein, a code for the division of land and subdivision regulations for the town, as amended as provided for by A.R.S. Title 9, Ch. 4, Art. 6.2.
   (B)   More specifically, these regulations are adopted to achieve the following objectives:
      (1)   To implement a town code to regulate the division of land;
      (2)   To provide lots and parcels of sufficient size and appropriate design for the purposes for which they are to be used;
      (3)   To provide streets of adequate capacity for the anticipated traffic which would utilize them and ensure that they are designed to promote a safe traffic circulation system;
      (4)   To accommodate new development in a manner which will preserve and enhance the town’s environment and create new beauty through skilled subdivision designs;
      (5)   To provide for water supply, sewage disposal, storm drainage and other utilities and facilities to ensure a safe and healthful environment;
      (6)   To ensure that the costs of providing rights-of-way, street improvements, utilities and public areas and facilities needed to serve new developments are borne fairly and equitably by the subdivider and his or her purchasers rather than by property owners of the town at large;
      (7)   To protect and enhance real property values and protect and preserve the environment; and
      (8)   To facilitate the transfer of lands having accurate legal descriptions and to establish and ensure the rights, duties and responsibilities of subdividers and developers with respect to land development.
