It is unlawful for any person, either as owner, agent, servant, contractor or employee to construct where grade has been established, any sidewalk in the town unless the sidewalk shall be constructed to lines and grades as given and established by the Town Engineer, unless special permission to deviate from the lines and grades is first obtained from the Town Council. All sidewalks shall be constructed under the inspection of the Town Engineer.
