If the owner of any impounded animal, except dogs, shall be known to the Police Department and shall reside or have a known place of business in the town a member of the Police Department shall notify the owner of the animal personally or by letter through the post office within 24 hours after the animal has been taken up and impounded. The notice shall contain a description of the animal and shall state that unless reclaimed, the animal shall be sold at public auction to the highest bidder at the time and place specified in the notice. Copies of the notice shall be posted at the place of impoundment and at the town hall.
