(a) Applications for licenses for peddlers or solicitors shall be filed, at least 48 hours ahead of the intended peddling or soliciting activity, with the Village Office on a form to be furnished by the Village Office, which shall require, but shall not be limited to, the following information:
(1) Name of the applicant;
(2) The applicant's social security number or federal identification number;
(3) If the applicant is an individual, a physical description of the applicant, including age, eye color, hair color, weight, and height;
(4) The home address of the applicant;
(5) The name and address of the person employing the applicant, or for whom he is soliciting;
(6) The length of the applicant's service with such employer or person for whom he is soliciting;
(7) All places of residence of the applicant and all employment during the preceding year;
(8) The nature and character of the goods to be sold or services to be furnished by the applicant or the purpose for which funds are being solicited;
(9) The names of other municipalities in which the applicant has recently conducted activities for which a license is herein required;
(10) Each individual shall furnish a valid government issued identification which includes a photograph of himself or herself.
(11) Each individual shall furnish two (2) character or business referrals.
(12) An acknowledgment by the applicant that s/he will not use the license as an endorsement by the Village, a Village department, or Village employee of the applicant's products, services or employer.
(c) The Village Chief of Police shall ensure that background checks are conducted on every applicant. Applicants must complete a BCI and FBI background check upon submitting an application or have a completed BCI and FBI background check no more than thirty (30) days prior to submitting an application. Every applicant is responsible for payment of the costs of his/her background check.
(d) If the Police Department determines after an investigation that the information furnished under the requirements of subsection (a) herein is correct, that the applicant proposes to engage in lawful commercial or professional enterprise, and neither applicant nor the enterprise upon which the applicant proposes to engage constitutes a clear and present danger to the residents of the Village, a license shall be issued to the applicant.
