(a) Definitions. For the purpose of this section, certain words are defined as follows:
(1) “Person” means individuals, associations of individuals, partnerships, or corporations who or which conduct sales for a commission or other remuneration.
(2) “Garage sale” means a sale of household goods, equipment, utensils, appliances, personal clothing or effects, or other similar personal property including such sales commonly termed “basement sales”, “house sales”, or “lawn sales”.
(b) Traffic Supervision During Sale. All persons conducting such sales shall provide sufficient parking and shall insure adequate traffic supervision to prevent traffic congestion at the time and place of the sale.
(c) Restrictions. All signs advertising such sale may not be greater than three feet by five feet. No sign shall be placed on Village property. No lighted signs shall be used. No sign will be placed on private property without permission of property owner. No sign shall be connected to any tree or utility pole. Sign must state date and time of sale and shall be displayed only during that time. Signs shall be immediately removed after sale. Sales should be limited to three consecutive days.
(d) Penalty. Whoever violates or fails to comply with any of the provisions of this section shall be guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
