(A) Designation. The State Forest Conservation Manual, Third Edition, 1997, as it may be amended, shall serve as the Frederick County Forest Conservation Technical Manual, hereafter referred to as “Technical Manual.”
(B) Purpose. The technical manual shall be used to establish specifications and standards of performance required in preparing and implementing forest stand delineations and forest conservation plans required by this chapter. In the case of disagreement between the technical manual and this chapter, the terms of this chapter shall govern.
