(A) There shall be a Frederick County Bicycle and Pedestrian Advisory Commission hereinafter referred to as "the Commission".
(B) The Commission shall act as an advisory body that advises County officials and staff on the sound development, management, and safe use of the County's pedestrian and bicycle systems as they relate to infrastructure, accessibility, and promoting the benefits of these systems.
(C) Among its responsibilities and duties, the Commission shall:
(1) Review the annual Capital Improvement Program and provide to the County Executive and County Council recommendations regarding funding for projects relating to bicycling and pedestrian transportation;
(2) Assist the County with the implementation of the Bikeways and Trails Plan;
(3) Periodically, or at the request of the County Executive or County Council, provide advice on the development of regulations or policies that benefit cyclists and pedestrians;
(4) Engage in community outreach and education on cycling and pedestrian initiatives and events; and
(5) On or before July 1 of each year, the Commission shall submit an annual report to the County Executive and County Council. The report shall include recommendations on the above.
