The Council may investigate the affairs of the County and the conduct and performance of any Agency. The Council may subpoena witnesses, administer oaths, take testimony, and require the production of evidence for purposes of this section. A subpoena may be issued to any current County employee, County agency or department, or contractor doing business with the County upon the affirmative vote of at least six council members.
