§ 1-16-195. STREETS.
   (A)   All mobile home developments shall be provided with safe and convenient vehicular access from abutting public streets or roads to each mobile home lot. Such access shall be provided by streets or driveways.
   (B)   Entrances to mobile home developments shall be designed to minimize congestion and hazards and allow free movement of traffic on adjacent streets. No parking shall be permitted on the entrance street for a distance of 150 feet from its point of beginning.
   (C)   (1)   Surfaced roadways shall be of adequate width to accommodate anticipated traffic and in any case shall meet the following minimum requirements.

      (2)   A cul-de-sac may have a 30 foot right-of-way with a 24 foot paved surface if 2 off-street parking spaces per mobile home having frontage on the cul-de-sac are provided.
   (D)   All developments shall be furnished with approved lighting units spaced no more than 125 feet apart and equipped with luminaries placed at such mounting heights as will provide for the safe movement of pedestrians and vehicles at night.
   (E)   Street construction and design standards for mobile home park developments shall be as follows.
      (1)   All streets shall be privately owned and maintained by the owner.
      (2)   All streets shall be paved to county paved surface standards.
      (3)   Grades of all streets shall be sufficient to ensure adequate surface drainage, but shall be not more than 8%. Short runs, with a maximum grade of 10%, may be permitted; provided, traffic safety is assured by appropriate paving, adequate leveling areas and avoidance of small radii curves.
      (4)   All streets shall be provided with a concrete or asphalt curb and gutter.
      (5)   Streets shall intersect at approximately right angles. A distance of at least 100 feet shall be maintained between center lines of offset intersecting streets. Intersections of more than 2 streets at 1 point shall be avoided.
