(A) There is hereby created an ambulance transport fee program under which a person transported by ambulance will be billed a user fee.
(B) A person transported by ambulance is obligated to pay a fee in the amount established by the county governing body by separate resolution, as amended from time to time.
(C) A subscription club is offered. Membership benefit of the subscription club is waiver of any insurance co-pay or any user fee responsibility if there is no insurance coverage.
(D) The County Executive, or the County Executive’s designee, will be responsible for administering the ambulance transport fee program and the subscription club.
(E) Monies collected for user fees and subscription club membership fees will be distributed in accordance with rules and regulations established by the county with the advice of the Frederick County Volunteer Fire and Rescue Association, Inc.
(F) The county shall establish rules and regulations for administering the ambulance transport fee program and the subscription club with the advice of the Frederick County Volunteer Fire and Rescue Association, Inc.
