Extensions of electric distribution lines necessary to furnish permanent electric and telephone service to any residential, commercial or industrial subdivision shall be made underground in accordance with Public Service Commission rules and existing tariffs. Electric transmission and distribution lines of 138 kilovolts or greater shall be exempt from the underground requirement.
