Whenever any provisions of this chapter conflict with any other provisions of law, whether set forth in these regulations or contained in any restrictions covering any of the same subject matter, that provision which is more restrictive or imposes the higher standards or requirements shall govern. Such determination shall be made by the Planning Commission.
