(A) The provisions of this chapter shall be considered as the minimum requirements to promote and protect public health, safety and general welfare, as set forth in the statement of legislative intent. Any subdivision or development that does not comply with these minimum requirements and any regulations pursuant thereto shall not be approved.
(B) The Division shall require each subdivision and development to conform to all applicable state, local and federal regulations.
