This chapter is adopted for the purpose of promoting the health, safety and general welfare of the residents of the county by:
(A) Assisting orderly, efficient and integrated development of land;
(B) Providing for the coordination of existing streets and public utilities with new facilities;
(C) Ensuring that proper provisions shall be made for drainage, water supply, sewerage and other needed improvements;
(D) Providing for efficient and orderly extension of community services and facilities at minimum cost and maximum convenience;
(E) Ensuring conformance of land utilization with the County Comprehensive Plan;
(F) Guiding development and the erection of structures in areas free from risk of flooding, erosion, stream siltation, soil slump and/or unsuitable sanitary conditions and other hazards;
(G) Preservation of the wetlands, streams, mountains and steep slope areas of the county;
(H) Securing equitable handling of all subdivision plats by providing uniform procedures and standards for observance, both by subdividers and the county;
(I) Assisting county officials in securing adequate records of land titles;
(J) Assisting to secure water systems of adequate size and pressure for fire fighting and streets where fire equipment can maneuver properly;
(K) Securing land for neighborhood parks so that the cost necessary to serve the residents of new developments may be equitably apportioned on the basis of needs created by the new development.
