The County Planning Commission has the power and authority to prepare rules and regulations governing the subdivision of land and building development within the county, excluding municipalities. After adoption of such rules and regulations by the local legislative body, the Planning Commission is empowered to review and rule upon such subdivision of land and building development under the authority granted by Md. Code Ann., Land Use Article.
