The Advisory Plumbing Board shall sit as a board of arbitration with respect to any disputes that may arise involving an interpretation of the Plumbing Code or of the rules and regulations promulgated hereunder. Any person who requests a hearing before the board shall pay a fee as set by resolution of the county governing body, prior to the scheduling of such hearing. A hearing request shall be submitted 15 days prior to the hearing date.
