(A) There is hereby established a Department of Planning and Development Review under the immediate supervision of a Director, who shall be professionally qualified and experienced, and who shall be appointed and removed by the Community Development Division Director and whose salary shall be established by the county.
(B) The Department of Planning and Development Review shall provide administrative services, recommendations, advice and technical information in the field of planning and zoning to the county and, under the authority of the County Executive, shall administer various planning and zoning programs and regulations adopted by the county concerning the protection of the environment and for the health, safety and welfare of the county relating to the planning and zoning field, and the Department shall provide staff services for the County Planning Commission, the incorporated municipalities of the county when so requested by a municipality, the county council of governments, and shall carry out other assigned duties and responsibilities as directed by the county.
