§ 1-11-40. USER FEES.
   Any person using the Frederick County landfill or transfer station and disposing of any material (excluding tires or mattresses or box springs, which are provided for in § 1-11-41) shall pay a fee to the county at the rates set by resolution of the county governing body. Material may be weighed according to the rules of the Division of Utilities and Solid Waste Management, and the fee imposed on the actual weight of each load, rounded to the nearest 1/100 of a ton (20 pounds). Alternatively, a disposal fee may be charged on such other basis as may be established by the county. For example, alternatives to weighing tonnage might include, but not be limited to, the county governing body establishing flat rates for the disposal of specific materials and establishing flat rates per disposal trip such as for use of the landfill's Citizens' Convenience Center.
