It shall be unlawful for the owner or operator of any vehicle subject to this article to place, dump or otherwise deposit any refuse, garbage or other material in any dump, landfill or other place for the disposal of garbage or refuse owned or controlled by the county (also referred to as refuse disposal facilities) without first registering the vehicle and receiving a permit for the same.
