All applications pertaining to construction, alterations, addition, repair, removal, demolition, use, location, occupancy and maintenance of all buildings and structures located in the county shall be processed through the Department of Permits and Inspections. The form and content of such application shall be set by the Director with cooperation of all departments and agencies of the county.
