In order to be reimbursed for expenses incurred in any action or in preparation for any action to foreclose a right of redemption, under Md. Code Ann., Tax Property Article, § 14-843, the plaintiff or the holder of a certificate of sale issued by the Treasurer, pursuant to a tax sale, shall provide proof, in a manner satisfactory to the Treasurer, of services received or expenses incurred.
