Any official or employee of the administrative authority shall have the right during reasonable hours to enter any building or premises in the discharge of the official's or employee's official duties for the purpose of making any inspection or test of any electrical installation or equipment contained therein, and no person shall hinder, impede, or interfere with any such official or employee in the discharge of these official duties.
