§ 2-13-33. Discharges to storm sewers.
   (a)   (1)   In this section, the following words have the meanings indicated.
      (2)   “Frederick County Storm Sewer System” means a conveyance or system of conveyances, including roads with drainage systems, municipal streets, catch basins, curbs, ditches, gutters, man-made channels, or storm drains, owned or operated by Frederick County and designed or used for collecting or conveying storm water.
      (3)   “Illicit discharges” means any discharge into the Frederick County storm sewer system that is not composed entirely of storm water except:
         (i)   Discharges pursuant to a state or federal permit;
         (ii)   Discharges resulting from fire fighting activities.
   (b)   The county commissioners may adopt an ordinance or regulations to control illicit discharges into the Frederick County Storm Sewer System.
   (c)   The ordinance or regulations may provide for:
      (1)   The appointment of inspectors to enforce the ordinance or regulations; and
      (2)   The imposition of penalties for violations of the ordinance or regulations.
