The board may create and appoint an advisory council to the board under this chapter. The advisory council may consist of all or any of the former members of the commission, or any other members as the board may deem necessary or desirable. The advisory council may review and recommend rates, policies, and plans for the maintenance, design, construction, or establishment of any water, sewerage, drainage, or solid waste system existing or to be constructed or established in Frederick County.
