§ 2-13-2. Statement of legislative history.
   (a)   The Frederick County Metropolitan Commission was created by Chapter 609 of the Acts of 1968, effective June 1, 1968, and, at the time of its creation, the commission replaced and succeeded the district (a body politic and corporate) created in Frederick County pursuant to the provisions of §§ 645 to 673, inclusive, of Article 43 of the Annotated Code of Maryland (1971 Replacement Volume and 1978 Supplement). Upon the creation of the commission, such district ceased to exist as a body politic and corporate on June 1, 1968.
   (b)   Chapter 629 of the Acts of 1974, created § 2-2-33 of this Code, effective July 1, 1974, and provided, among other matters, that the board could abolish the commission by a certain procedure and create a department of public works. The board took action on February 14, 1978 by adopting Ordinance No. 78-6-104, codified as §§ 1-18-1 through 1-18-4 of this Code which abolished the Frederick County Metropolitan Commission and created the Frederick County Department of Public Works. This chapter does not impair any power of the board pursuant to § 2-2-33 of this Code or other authority to create a department of public works and to assign the department responsibilities to implement the board’s actions under this chapter.
