The board of county commissioners and the board of education for the county shall cooperate and jointly provide educational programs, transportation and other facilities, whenever possible, for the use of the retarded and handicapped children of the county. The cost of such services shall be apportioned to the agency or agencies benefitting or using the services as provided.
