Upon conviction before a court of competent jurisdiction, any person violating or refusing to comply with any of the provisions of Article 24, Title 11, Subtitle 5 of the Annotated Code of Maryland shall be guilty of a misdemeanor, and shall be fined a sum of not less than twenty dollars ($20.00) nor more than one hundred dollars ($100.00) or shall be imprisoned in the county jail for not more than three (3) months, or shall be both fined and imprisoned. It is the duty of the state’s attorney, the sheriff and the law enforcement officers of the county to prosecute all persons found violating the law by refusing to comply with its provisions.
