The election of the members of the board of county commissioners shall be held on Tuesday after the first Monday in the month of November, 1974 and on the same day in every fourth year thereafter. There shall then be elected five (5) commissioners, who shall compose the board of county commissioners. The county commissioners shall take office on December first following their election, except if such date shall fall on a Sunday, holiday or any other day on which the courthouse is not open, in which event they shall take office on the next succeeding business day on which the courthouse is open.
