At least 10 days before any amusement plans to operate in the county, the management of such enterprise shall apply in writing for a permit from the County Board of Health. Such a permit shall be issued by the Secretary of the Board of Health with the approval of the President and a majority of the members of the Board, upon payment of the sum of $25 and after the Board of Health has received satisfactory assurances that such enterprise will comply with all rules and regulations of the Board of Health.
