4-3-2: AUDIO OR VISUAL BLIGHT; ODORS:
This chapter shall prohibit any audio or visual blight, or smell, within the city. This means that, in the judgment of the city council, they may act on any complaint of a nonconforming use of land or a building in a residential area, or other nuisance within the city. (Ord. 89, 8-6-1979)
