All licenses, unless otherwise provided, shall expire December 31 of each year. Except as necessary to coordinate expiration dates, all licenses shall be for a one year term. When a license is issued for less than a full year, the fee shall be prorated at the rate of one-twelfth (1/12) of the annual fee for each month or fraction of a month remaining in the year.
