A. The board shall fully control and supervise the parks; shall enclose, improve, ornament and protect the same and provide for and regulate the setting out and protection of trees, flowers, and shrubs in the city or upon the property; shall build driveways and walks and otherwise improve the same, keeping all of the expenses within the appropriations of the council or any other funds received for such purposes. B. An annual statement of the board's receipts and disbursements shall be filed with the city clerk-treasurer immediately after the close of the calendar year and shall be included as part of the annual financial report or statement of the clerk-treasurer in conformity with Minnesota statutes section 471.697 or 471.698.
