8-1-5: WATER RATES:
   A.   Metered Water Required: All water furnished by the municipal water system shall be measured by meters, and all meters shall read in number of cubic feet of water used unless otherwise authorized by the superintendent.
   B.   Rates Established: Water rates will include a minimum charge, plus consumption, based upon per unit consumed. All dwellings that have more than one unit served from one water meter shall be charged the minimum per unit, plus consumption. Water, sewer 1 , and garbage 2 rates are set by resolution of the city council.
   C.   Bills For Service; Delinquencies:
      1.   Bills for water service charges, sewer service charges 3 , and refuse service charges 4 shall be rendered on a monthly basis succeeding the period for which the service was rendered and shall be due twenty (20) days from the date of rendering. Any bill not paid in full twenty (20) days after the due date will be considered delinquent. At that time, the city shall notify the delinquent owner, in writing, regarding the delinquent bill and subsequent penalty. The penalty shall be computed as ten percent (10%) of the original bill and shall be increased the same ten percent (10%) for every month the bill is outstanding.
      2.   Any person who is twenty (20) days behind on water payment is subject to discontinuance of service until payment is made in full. The city clerk-treasurer shall send a water shutoff notice one week prior to the discontinuance of water service. Once water is shut off for nonpayment, an additional fee set by resolution of the city council will be charged to cover the cost of shutting off and turning on the water.
      3.   Pursuant to Minnesota statutes section 444.075, all payments due to the city from served premises which are more than twenty (20) days past due on October 15 of each year and have been properly billed to the owner or occupant of the premises served, shall be certified by the city clerk-treasurer to the county auditor by November 15 of each year. The city clerk-treasurer, in certifying such charges to the county auditor, shall specify the amount thereof and description and name of the owner of the premises served. The amount so certified shall be extended by the county auditor on the tax rolls against such premises in the same manner as other taxes and paid to and collected by the county treasurer along with other taxes.
