No person under the age of fourteen (14) may operate a snowmobile on public property, including streets, alleys and highways, within the City. A person fourteen (14) years of age and over, but less than eighteen (18) years of age, may operate a snowmobile only if in possession of a valid snowmobile safety certificate; a driver's license that has a qualified indicator issued under Minnesota Statutes section 171.07, subdivision 12; or an identification card that has a valid indicator issued under Minnesota Statutes section 171.07, subdivision 12.
