No person shall operate any vehicle in the city in such a manner as to create or cause unnecessary engine noise, tire squeals, skids, or slides upon acceleration or stopping, or in such a manner as to stimulate a race or temporary race or as to cause such vehicle to unnecessarily sway or turn abruptly. Any person violating any of the provisions of this section shall be guilty of a petty misdemeanor and, upon conviction thereof, shall be punished by a fine of not to exceed three hundred dollars ($300.00) or loss of driving privileges pursuant to Minnesota statutes, or both.
