§ 51.081 CONTINUOUS OPERATION OF PRELIMINARY TREATMENT OR FLOW-EQUALIZING FACILITIES.
   Where preliminary treatment or flow-equalizing facilities are provided for any wastes, they shall be maintained continuously in satisfactory and effective operation by the owner at his or her expense.
