This subchapter shall apply to any dwelling or structure located within the village which is actively metered and connected to the village water system and which by said connection receives periodic billing statements from the village for such service. In the absence of a metered water supply, a property owner who is identified by the village as utilizing the collection service, such property owner will be billed as if they connected to the village water system.
