Nothing in this chapter shall be deemed to prohibit any person from contracting with a private hauler for removal of waste and recyclables. Nothing in this chapter shall be deemed to prohibit any person from disposing or causing to be disposed of waste and recyclables at a landfill or transfer station operated by the county, their duly designated representative, or with a private firm properly authorized to dispose of these materials.
