For the purpose of being able to react promptly to recycling requirements of the county and the state, the Board of Trustees is hereby empowered to adopt by resolution an official list of mandatory recyclable materials. The list may be changed from time to time by resolution of the board. Failure to recycle materials on this official list, except where otherwise excepted by this chapter, shall be a violation of this chapter.
