(A) Any person operating a place of business within the village may apply to become an authorized agent to issue distinctively labeled bags on behalf of the village.
(B) The authorized agent shall pay to the village the designated collection fee established by the village for each distinctively labeled bag sold upon receipt of the same.
(C) The authorized agent may add a service charge not to exceed the fee set for this purpose by the Board of Trustees. All fees shall be set by resolution of the Board of Trustees and may be changed by resolution from time to time.
