A special permit for the excavation of clay, sand or gravel for commercial purposes in an Agricultural Zone only may be granted by the Village Board with the approval of the Village Planning Board, provided:
(A) The final slope of any material in any excavation does not exceed the normal angle of repose of any such material;
(B) Neither the base nor the top of any such slope is nearer than 50 feet to any street or lot line nor more than 50 feet above or below the level of the street or lot line nearest thereto;
(C) The size and weight of vehicles and loads used in removal of the products be specified by the Board of Appeals as necessary for protection of the surface of the residential streets; and
(D) That a bond, in such sum as the Board of Appeals shall determine and satisfactory to the Village Attorney as to form and sufficiency of guarantee, is executed by the applicant to assure that at the expiration of the permit the property will be suitably graded so as to minimize and conceal so far as practicable the efforts of the excavation.
