All expenses incurred by the village in connection with the proceeding to repair and secure or demolish and remove the unsafe building, shall be assessed against the land on which the building is located and shall be levied and collected in the same manner as provided in N.Y. Vil. Law Art. 5, for the levy and collection of a special ad valorem levy.
