The owners, lessees, tenants, occupants and managers of every building, place of business, storage yard, establishment or vehicle upon or in which materials, supplies or products are used, stored or handled shall cause those materials, supplies, products, rubbish, dirt and refuse to be removed, stored, carried, loaded and handled in a manner that the materials, supplies, products, rubbish, dirt and refuse shall not emit offensive or noxious odors or be discharged or blown by the wind from any such building, place of business, storage yard, establishment or vehicle to the detriment or annoyance of any person not being therein or thereupon engaged.
