When a street tree is removed the cost of the removal be shared equally by the village paying 50% thereof and the property owner or owners paying the other 50%. That upon failure of the property owner to pay their share of removal as above described, that the charge be added onto the next property tax statement with appropriate interest from the date of removal to the date of levy of the next village tax.
