(A) Commissioners shall be appointed by the Mayor and approved by a resolution adopted by the Board of Trustees, at a regular or special meeting, before the appointed Commissioner assumes his or her duties.
(B) The Tree Commission first appointed and approved after the effective date of this chapter shall assume its duties upon the first date that three or more Commissioners are appointed and approved.
(C) Following the initial appointment of Commissioners to the Tree Commission, vacancies shall be appointed by the Mayor, subject to the approval of the Board of Trustees, in the following manner.
(1) Vacancies resulting from the expiration of a term of appointment of a Commissioner shall be for a term ending on the second Monday in April in the third year following the year the vacancy occurred.
(2) Vacancies resulting for any reason other than the expiration of a term of appointment shall be for the balance of the term held by the Commissioner whose vacancy is to be filled.
