The owner and occupant of any premises shall keep sidewalks, on or running along the street row adjoining the property, in reasonably good and safe repair for users thereof; and shall be responsible for all necessary and corrective maintenance to accomplish the result. Any such owner or occupant shall be liable for any injury or damage by reason of omission or failure to repair, keep safe and maintain such sidewalk or to remove obstructions therefrom or negligence in performing these functions.
