No person, other than an employee of the water company supplying water or a member of the Fire Department acting under the order of the Chief, shall open, use or tamper with a fire hydrant without previous permission in writing from the water company. No person shall leave the hydrant open for a longer period than limited in the permission, or use water for other purposes than authorized by the water company.
