The owners and proprietors of multi-family houses, lodging houses, public buildings and business buildings shall except so far as specific provision is made in this subchapter or in the state labor law, provide fire extinguishers, buckets, axes, fire hooks or other portable appliances for preventing and extinguishing fires as the chief engineer shall direct.
