(A) (1) The Chief shall inspect, or cause to be inspected by uniformed officers or other members of the Fire Department, as often as may be necessary, all buildings and premises, except the interiors of dwellings, to ascertain and cause to be corrected any conditions that are liable to cause fire or may be in violation of this chapter.
(2) Additional inspections shall be made on complaint of a resident of the village or other responsible person, and on information or report of an official or employee of the village government.

(B) (1) The Chief shall have the power and it shall be his or her duty, upon discovery of a condition in or about a building or premises that may endanger life or property because of the hazard of fire or explosion, to order or direct the removal or remedying of the condition forthwith, covering among other matters the improper use or storage of combustible or explosive matter, or the dangerous or unnecessary accumulation of rubbish, waste paper, boxes, shavings or other flammable materials or the obstruction of fire escapes, stairs, passageways, doors or windows liable to interfere with the egress of occupants in case, of fire or with the operations of the Fire Department.
(2) The orders shall be in writing and shall fix a period of time within which compliance shall be met; provided that in case of highly hazardous conditions or in any emergency such an order may be oral and shall be of the same effect as if in writing.

(C) For the purpose of carrying out the provisions of this subchapter, the Chief or other member of the Fire Department designated by him or her, or a member of the Board of Fire Commissioners may at any reasonable hour, or in the case of an emergency at any hour, enter upon a building or premises.
