§ 156.52 PEDESTRIAN WAYS.
   (A)   Sidewalks. Provision of adequate pedestrian facilities as appropriate throughout the city is hereby declared a priority of the City Commission. Sidewalks shall be required by the Planning Commission for roadways as set forth in these regulations and shown in the Roadway and Drainage Technical Standards.
      (1)   Sidewalks shall be constructed on both sides of the street if the subdivision encompasses such area. Sidewalk widths shall be at least five feet in width. Concrete extruded curb or curb and gutter are required for all public roads where sidewalks are to be constructed.
      (2)   A recommended median strip of grassed or landscaped area five feet wide shall separate all sidewalks from adjacent curbs. See Appendix D (§ 156.81) for design and alternate details.
      (3)   All sidewalks shall comply with requirements contained in the Americans with Disabilities Act and Proposed Public Right-of-Way Access Guidelines (PROWAG) as applicable.
      (4)   The installation of sidewalks shall be required prior to a final inspection and/or the issuance of a Certificate of Occupancy.
   (B)   Pedestrian accesses. The Planning Commission may require pedestrian access from public or private roads to schools, parks, playgrounds, or other nearby public roads. A perpetual unobstructed easement at least 20 feet in width shall be provided. Easements shall be indicated on the final plat. When a proposed subdivision abuts such a public facility, the Planning Commission may require that the developer construct a sidewalk, walking trail, multi-use path or other pedestrian conveyance to the facility's property boundary. Such conveyance shall interconnect with the other pedestrian improvements contained within the development.
